Every Vote Matters, Inc. is a 501(c)(3) nonprofit organization committed to making civic participation more accessible, inclusive, and empowering for neurodivergent and underserved communities across the country—and, one day, the world.

Founded and led by neurodivergent advocates, we design community-driven policy solutions, develop accessible digital tools, and deliver outreach initiatives that break down barriers to engagement.

From launching mock elections in classrooms to building mobile-first civic education platforms and offering accessibility training for poll workers, we are reshaping what inclusive democracy looks like, rooted in lived experience and built for impact.

We’re also developing a mobile application to streamline voter education, planning, and engagement for neurodivergent users, designed for clarity, ease, and accessibility.

This work began in Virginia. Now, we’re scaling with clarity, integrity, and purpose—on our terms, with a mission that belongs to no one, but serves everyone.

Our Team

Andrew Markwalter is the Founder and CEO of Every Vote Matters and a Master of Public Policy candidate at the University of Virginia’s Frank Batten School. A former healthcare project manager and civic engagement strategist, Andrew launched EVM to advance neurodivergent accessibility in civic life and empower underrepresented voices in democracy. He is passionate about building bridges at the intersection of finance, tech, and inclusion.

John Holbein, Ph.D., is a Professor of Public Policy, Education, and Politics at the University of Virginia’s Frank Batten School. His research focuses on political participation, civic education, and the ways institutions can foster inclusive democratic engagement. A nationally recognized scholar and advisor on educational equity and voter turnout, Dr. Holbein brings a deep commitment to evidence-based policy and empowering underrepresented communities in the democratic process.

Hodges Markwalter is the Chief Revenue Officer and Co-Founder of VIVA Finance, a mission-driven fintech company that expands access to affordable credit and financial tools for underserved communities. A seasoned leader in revenue strategy, business development, and operations, Hodges brings a deep understanding of inclusive financial systems and scalable impact. He is passionate about expanding economic opportunity and supports EVM’s mission of advancing accessibility and civic engagement through innovative, cross-sector approaches.

Terri Rose is a communications strategist and experienced marketing professional with a background in public relations, campaign messaging, and executive communications. She has worked across sectors to elevate organizational narratives, amplify social impact initiatives, and guide strategic brand development. Terri brings a keen eye for storytelling and mission-driven messaging to her work with Every Vote Matters, supporting efforts to expand accessibility and civic inclusion through clear, compelling public engagement.

Micah Mazurek, Ph.D., is a Clinical Psychologist and Professor at the University of Virginia School of Education and Human Development, where she directs the Supporting Transformative Autism Research (STAR) initiative. Her work focuses on improving the lives of neurodivergent individuals and their families through community-engaged research, evidence-based practices, and inclusive program design. A nationally recognized expert in autism and neurodiversity, Dr. Mazurek brings deep clinical, research, and policy expertise to her role on the board of Every Vote Matters, helping guide efforts to foster accessibility and representation in civic life.
